President Kibaki security boss out in police shuffle
The man in charge of President Mwai Kibaki’s security has been replaced in a reshuffle of top police officers.
Mr Benson Kibui, who was the head of presidential escort, the President’s bodyguard, has been on the job since 2005 when he took over from the current Commissioner of Police, Mr Mathew Iteere.
Mr Kibui has been replaced with his deputy, Mr Kitili Mwendwa. He has been deployed to Western as the provincial police boss, replacing Mr King’ori Mwangi, who has been posted to police headquarters as deputy director of police reforms.
Appointments of county police bosses in accordance with the new Constitution will follow, Mr Iteere said.
Questions were raised early this month when Mr Kibui was excluded from a presidential delegation to the Comesa summit in Swaziland.
At the time, there was speculation he may have fallen foul of some members of the first family after the President attended Foreign Affairs minister Moses Wetangula’s daughter wedding in Nairobi.

WASHINGTON — In proposing an economic package this week that includes spending $50 billion on roads, rail lines and other projects, President Obama opened the fall election season by doing what he has done from the first days of his administration: arguing that, in effect, stimulating the economy today and reordering it for decades to come are basically the same thing.
In this way, Mr. Obama risked confusing the voters — and not for the first time. By consistently conflating short-term and long-term economic goals, the president and his party may have missed an opportunity to explain the crucial difference between the two, and they have all but ensured that voters this fall will give them credit for neither.
Mr. Obama is already faced with the reality that voters have, fairly or not, decided that his first big effort to revive the economy, the $800 billion package enacted right after he took office, was a qualified failure, and that anything tagged as further “stimulus” will be cast by Republicans as throwing good money after bad.

BBC: BP spreads blame over oil spill
A "sequence of failures involving a number of different parties" was to blame for the Deepwater Horizon oil spill in the Gulf of Mexico, BP says.
An investigation carried out by BP said it was responsible in part for the disaster, but it also blamed other companies working on the well.
BP faces billions of dollars worth of legal claims for compensation over the spill, the worst in recent US history.
An estimated 4.9m barrels of oil leaked into the Gulf after the blast.
The well was capped on 15 July, and an operation to permanently seal it is due to take place in the next few weeks.
In the 193-page internal report released on its website, BP said that decisions made by "multiple companies and work teams" contributed to the accident, which it said arose from "a complex and interlinked series of mechanical failures, human judgements, engineering design, operational implementation and team interfaces".
11 people died and 17 were injuried in the accident.

Dagbladet: Navarsete snur i armbåndsaken
GARDERMOEN (Dagbladet): Dagbladet møtte Sp-leder Liv Signe Navarsete på Gardermoen i kveld, da hun kom tilbake fra besøket i Trondheim med blant andre statsminister Jens Stoltenberg.
Hun har tidligere sagt at hun ikke vil legge fra dokumentasjon på at hun har skattet av gullarmbåndet hun fikk fra Aker Yards i 2006. I kveld valget hun å snu.
- Jeg vil i morgen tidlig be ligningskontoret stadfeste at det ikke har kommet fram nye opplysninger i saken - det vil si at jeg har oppgitt armbåndet til beskatning, sier Navarsete til Dagbladet.
Statsminister Jens Stoltenberg var fornøyd med den tidligere samferdselsministerens avgjørelse.
- Dette er en beslutning jeg støtter fullt ut, sier Stoltenberg til Dagbladet.

I 2006 mottok daværende samferdselsminister Navarsete et armbånd i hvitt gull til en verdi av 26 500 kroner fra selskapet som da het Aker Yards (nå STX Europe).
Hovedeier i Aker Yards var på det tidspunktet Aker ASA, som ble kontrollert av Kjell Inge Røkke. Armbåndet skulle være en gave fordi Navarsete døpte ferja M/S Bergensfjord.
I dag valgte Rød Ungdom å politianmelde Navarsete.
